			<content:encoded><![CDATA[It marked the birth of the euro, when a new era in the history of European cooperation began 20 years ago with a brief ceremony in Maastricht, the Netherlands. On February 7, 1992 the ministers for the finance and foreign affairs of the then twelve member states of the European Community signed the Treaty on European Union, thus sealing the introduction of a single European currency. At that time it was signed on behalf of Germany by Federal Foreign Minister Hans-Dietrich Genscher and Finance Minister Theo Waigel (photograph). Today, leading European politicians are still convinced that the treaty was a decisive step on the road to a political union. For instance, the President of the European Parliament Martin Schulz says: “The Maastricht Treaty was a great stride towards European integration.” 
The treaty set new key areas of cooperation, such as foreign and security policy as well as justice and home affairs policies. But the treaty also set up a special milestone for the introduction of the euro, which replaced the Deutschmark, franc and lira for cash transactions in 2002. In Maastricht the signatories reached a stability agreement for the single currency: the states with the euro should not overspend, they should deal cautiously with debt and conduct an orderly budget. The treaty envisaged the introduction of the euro for those states which fulfilled the so-called Maastricht criteria, i.e. a maximum national debt of 60 per cent of gross domestic product (GDP), a maximum new indebtedness of three per cent of GDP, and an inflation rate of no more than 1.5 percent above that of the most stable states.
At that time nobody seriously thought that the single currency would be put to a tough test 20 years later. The European heads of state and government have corrected a weakness in the Maastricht Treaty with the recently agreed European fiscal pact, which will be signed in March 2012. The pact is an important instrument for stabilizing the euro zone and strengthening the economic and monetary union. According to provisional results of the Federal Statistical Office (Destatis), the volume of transport in 2011 is expected to have risen 6.5% on the previous year, reaching 4.3 billion tonnes. That has been the largest year-on-year increase since 1994 (+7.5% on 1993).
Road, rail, sea and air transport contributed to growth, whereas losses were recorded for inland water transport and crude oil transport via pipelines.

			<content:encoded><![CDATA[The Vice President of the European Commission, Antonio Tajani, yesterday 2 February announced the signature of a contract between the syndicate comprising OHB System AG, a subsidiary of OHB AG, and Surrey Satellite Technology Ltd., Guildford, UK, (SSTL) and the European Space Agency, to build and test a further eight satellites of the European global navigation satellite system established under the Galileo programme. This contract is worth around Euro 250 million.
After signing the contract, Marco R. Fuchs, the CEO of OHB System AG, had this to say: “The fact that OHB has been awarded a further contract constitutes an enormous success for us and is simultaneously acknowledgement of the work which we have performed to date on the Galileo FOC program. We have been able to justify the trust placed in us by the European Commission and the ESA. Today’s decision underscores the determination of all the parties involved to continue advancing the program as successfully as before.”
OHB System is the prime contractor for the construction of what is now a total of 22 satellites for the system and is responsible for developing the satellite bus and for integrating the satellites. SSTL is developing and constructing the navigation payload and additionally assisting OHB with the final assembly of the satellites. The 22 satellites will undergo final assembly in Bremen.
Since the award of the contract for the first 14 satellites in January 2010, the syndicate has already passed key project milestones. In December 2011, development work was completed with the performance of the critical design review. The preliminary hardware developed and assembled by OHB System was successfully tested in spring 2011, qualifying for series production. In summer 2011, a structural model of the satellites underwent successful testing at ESA’s site in Noordwijk, Netherlands. Currently, work on integrating the first satellite is ongoing, with series production of the other satellites under preparation.

			<content:encoded><![CDATA[Organizers of the Berlinale film festival have announced the contenders for this year's Golden Bear award, Deutsche Welle reports. The event will also focus on recent world events, such as the Arab Spring and the Fukushima nuclear disaster.
Organizers of Germany's Berlinale film festival on Tuesday unveiled the films that will compete for the event's top prize, the Golden Bear.
Eighteen pictures in all are up for the award at Germany's most prestigious cinema festival, which runs from February 9 to 19.
Guests expected to attend the 62nd Berlinale include Angelina Jolie and German-Irish movie star Michael Fassbender. The event opens with a screening of the French Revolution drama, &quot;Farewell My Queen,&quot; with German-born star Diane Kruger as Marie Antoinette.
Among the other movies in the running is &quot;White Deer Plain,&quot; which depicts the changes faced in recent generations by families in rural China.
The international production &quot;Captive,&quot; by Filipino director Brillante Mendoza, is also hotly tipped. The drama focuses on the ordeal of a French aid worker kidnapped by a group of extremist Islamist militants.
Movies also in contention include US Vietnam War-era film &quot;Jayne Mansfield's Car&quot; and the British drama &quot;Bel Ami.&quot; Judging will be led by British director Mike Leigh.

			<content:encoded><![CDATA[The 2012 Year of Chinese Culture in Germany is designed to make the German people aware of the richness and diversity of today’s Chinese culture. Minister of State Cornelia Pieper welcomed the Chinese Minister of Culture, Cai Wu, at the start of a series of events in Berlin.
The Year of Culture opened in the presence of the two dignitaries on 30 January at the Konzerthaus Berlin with a concert given by the Beijing Philharmonic Orchestra. Until September 2012 visitors will be able to attend one-week cultural festivals entitled “China? China! China…” in public squares in Hamburg, Düsseldorf, Leipzig, Frankfurt am Main and Munich.
The Year of Culture takes place against background of this year’s 40th anniversary of the establishment of diplomatic relations between Germany and China and the first German-Sino intergovernmental consultations last year.
Following her talks with Minister Cai Wu, Minister of State Pieper recalled that Germany had presented itself in China with a series of events “Germany and China – Together in Motion 2007 - 2010”. A total of approximately 1.8 million Chinese attended the events in six major Chinese cities. Minister of State Pieper underlined that such Years of Culture served to “build bridges between civil societies”. Most importantly, she added, the aim was to bring together creative people from the two countries.
Moreover, Germany is currently staging an exhibition “The Art of the Enlightenment” at the National Museum in Beijing; Minister of State Pieper will attend the closing ceremony there at the end of March 2012.
Cornelia Pieper stated that China also showed a keen interest in Germany’s experience with culture as an economic factor. She said she had told her Chinese colleague that more freedom was the best condition that could be created for artists. Adapting the words of Friedrich Schiller the Minister of State said: “Art is the most beautiful daughter of freedom.”

			<content:encoded><![CDATA[Great international cinema in Berlin: at the 62nd International Film Festival (February 9-19) the German capital is once again expecting many famous actors, directors and film stars as guests from around the globe. Hollywood star Angelina Jolie, teen heartthrob Robert Pattinson and the two-time Oscar winner Meryl Streep, who will be awarded the Honorary Golden Bear for Lifetime Achievement, are among the film celebrities at this year’s festival. But the Berlinale is also a political and social-critical festival with more to offer than just glamour and glitz. Features and documentaries focus on serious topics, such as the Chinese artist Ai Weiwei and an African girl child-soldier in the Congo. The Berlinale is showing numerous screenings of contributions about the Arab Spring and the Japanese nuclear disaster in Fukushima. 
During the ten-day festival, which is the world’s largest film festival to include the general public, a total of 400 films will be screened. 18 of them, all world premieres, are contesting for the Golden and Silver Bears in the main competition. And this year three German directors are contending for the prestigious best film award: Hans-Christian Schmid is now making his fourth entry to the competition with “Was bleibt” (“Home for the Weekend”, with Lars Eidinger and Corinna Harfouch in the main roles); Christian Petzold is competing for the third time in the main section with “Barbara” (with Nina Hoss as leading actress), and Matthias Glasner is in the competition for the second time following his much discussed drama “Der freie Wille” (The Free Will). His latest film “Gnade” (“Mercy”) stars Jürgen Vogel and Birgit Minichmayr in the leading roles. And there will be an out of competition world premiere in the Berlinale Special section: Doris Dörrie’s romantic drama “Glück” (“Bliss”), based on a story by the German writer and lawyer Ferdinand von Schirach.
The Berlinale Talent Campus is celebrating its tenth anniversary under the heading “Changing Perspectives”: 350 young filmmakers from around 90 countries are again joining in a week of intense encounters with prominent international film-world professionals who will be helping the talents to develop their film projects. <br /><br />© <link http://www.magazin-deutschland.de>www.magazin-deutschland.de</link>]]></content:encoded>

“It is a good thing for the Bundestag to back up our soldiers in Afghanistan with such a large majority. After all, we need to complete this mission responsibly and in good order.
More specifically, this means handing over responsibility for security to the Afghans by the end of 2014, gradually reducing the number of international combat forces and achieving a political solution as well as domestic reconciliation in Afghanistan.
These are the elements of the international strategy which Germany was instrumental in shaping over the past two years. The Federal Government remains strongly committed to the consistent implementation of that roadmap.”
